Carter and Reese finally meet to talk about what Reese is doing.
Carter meets with Reese wanting to know more about how he gets information on the POIs. Reese evades her questions, but tells her about their new POI Andrea Gutierrez, a NYC attorney. He asks her to get Andrea's sealed juvenile file. Carter tells Reese there are rules she won't break. Reese counters she has to choose between saving a life or maintaining those rules.
Fusco is suspicious of Carter not realizing they are now both working with Finch and Reese. Finch is inclined to let them both know, but Reese insists it's safer for both to be kept in the dark.
Reese realizes a parole officer, Galuska, is shaking down his parolees for money. After stealing his computer, Reese is able to confirm that Galuska hired a killer to go after Andrea and has now hired a second killer since the first one failed.
Carter realizes all of Galuska's parolees are single parents. Their children went into foster homes, and the foster parents received $800 a month to cover expenses. Further investigation reveals that these parents were fabricating children and working with someone within DFS to milk the system. Finch initially misidentifies which employee is guilty so Reese is following the wrong person, when Andrea is attacked by the true perpetrator who insists the children are better off in foster homes. Reese arrives in the nick of time to shoot the perp leaving Carter to arrest him. Reese safely leaves with Andrea. Later Andrea wins a case against the city for millions of dollars in damages based on the crimes uncovered by the team.
There is also a subplot involving the son of Nathan Ingram. Will Ingram and Finch are close, and Will discloses his plan to sell his current place and be a doctor abroad. But after discovering that his father sold something to the government for a dollar, he changes his mind. He wants to know more about his deceased father. Will asks Finch if he knows anything about the sale, and Finch claims he doesn't. Afterwards Finch calls Reese to say they should both take a break.

Good episode, I especially like the complicated relationship between Finch and Will Ingram, where Finch (and The Machine, if you watch the cutscenes closely) has to determine if Will is inadvertently threatening the whole team.

I feel Finch is right: keeping Carter and Fusco in the dark about each other feels like it's just making things more difficult for everyone. I guess that really this is more of a storytelling device; more fun for us to watch the dance of carefully keeping them apart and to keep on wondering when someone's going to slip up.

It would make sense that Reese, the former CIA guy, would adhere to the idea of keeping assets compartmentalized and unaware of each other.
