It's available in Canada on Crave. Unfortunately I don't know where it may be available in the United States.

It has had some physical releases including a nice one from one of the Vinegar Syndrome sub labels (tho their site tells me it is sold out and not available for Canada - the UPC 810161480876). Looks like the Canadian Blu is out of print but the Canadian DVD is still active (UPC 732131963144).

I enjoyed this quite a bit as an exploration of online fandom and obsession. It isn't about the serial killer, really; it's about how people react to and engage with his crimes.

I'm deeply annoyed that the AMC+ app has picked this moment to shit the bed, as I've wanted to see this movie for a while now. Oh well.

Wow! This is an excellent film. I didn't really know what it would be about, just heard a lot of raves, and expected something...else? When they started describing the videos in the courtroom scene, I nearly just stopped watching; I don't deal well with themes adjacent to child abuse. But it became clear to me, just from the quality of the filmmaking and the time spent discussing the videos without seeing them, that this was unlikely to be an exploitation movie. I didn't expect that it would largely be a very weird drama, a Cronenbergian character study (!), and that the main question would be what in the fuck does the protagonist of this film even want. I spent a significant part of the runtime wondering if she was the killer.
