Despite being a 90s movie this definitely looks more like the mid 80s to me and feels like a CHUD rip off with the religious imagery thrown on top for extra cheese, I mean fun.

My favorite part is the awful young republican character openly walking around a college campus with a whip like that's totally normal. Also extra bonus points for a mobility impaired character that survives very far into the film. There's a great scene where he's walking and the sound of his arm braces features prominently, but you can see in one shot that there are no arm braces. Just one of those Ed Wood like touches that makes me smile.

I always wonder that theory these so-called experiments are supposed to test….

In this case the serum was supposed to boost psychic ability, but it went horribly wrong and made the unwitting test subjects into monstrous killers that John Saxon (a nietzsche obsessed made scientist) can control because he has a "strong mind."
