The Lone Gunmen and Jimmy are trying to find the long lost "water powered" car that Frohike saw with his own eyes back in 1962. Only, they are not the only ones who are after it.

The water car was a classic conspiracy theory/ hoaxes that exemplified idiocy, the claim violates both the first (total energy in a closed system remains constant) and second (entropy) laws of thermodynamics too.
Frohike's continued mistreatment of Jimmy is already tired.
Shelley Mizer extrapolating based only on an increase in the number of cars is beyond dumb. Cheap/ free energy would solve a lot of problems - economic prosperity (and heavy handed State intervention) tends to attenuate population growth on top of reversing climate change (2001 was still Global Warming, but iirc, most people had moved on from the ozone layer and greenhouse gasses was well established).
