This is one of the more professionally mounted productions in the Omen IP universe, but it's not good. It's like a producer had the idea that devil might sub in for aliens in an X-Files rip-off. The execution is solid for the era's TV (though the FX are bad) but there's no inspiration.
No matter what Wikipedia etc. might say, it wasn't setting up an anthology though. It was settling up a supernatural case of the week series.
Other than the "anyone could be compromised to become an agent of Satan" trope, it has nothing in common with the film franchise.
