If so, her remark would seem to suggest America to date has had 13 more inaugurations than Presidents. Can that be true and, if so, how does the discrepancy arise?

You still get an inauguration if you are reelected for a second term. For example Lincoln's famous line about with malice for none, with charity for all is from his second inaugural address.

I believe I read this is the 74th time the oath of office has been taken, but probably not all of those occasions included an inauguration (for instance, I think LBJ took the oath of office privately shortly after Kennedy was killed).
