This episode drops the first "answer" as Samson has a picture of Ben's mother who one Henry Scudder was apparently sweet on.

Come to think of it, the baggage trailer is surprising on its own. I know this is a fantastical world, but it seemed that the magic was limited to individuals' powers or to a quirk of fate. But the manifestation of the baggage trailer doesn't seem to come from any one individual (not even Management, I don't think) so I'm left to conclude that (God?) the universe is actively shaping events. IMO that's a significant shift in setting.
