So what're we thinking? I reckon this is an internal power play - perhaps something got filed as Ringo that shouldn't be, and this is all a smoke screen to recover it

Exactly that, I'd wager. My bet is on Diana Taverner: disgraced after last season's debacle, regularly sent on humiliating off-site tours to inspect dusty warehouses bulging with barely classified secrets guarded by incel oddballs. I'm guessing that she hired the "tiger team" to probe MI5's weaknesses by leveraging Slough House. This would have two purposes: first, to discredit Ingrid Tearney, meaning that Taverner would become First Chair, and second, to bring the "Ringo" files in-house, from which the "Footprint" dossier might be quietly recovered and disappeared.

I’m just along for the ride.
I haven’t rewatched the first two seasons since they originally aired so a couple things: I thought “Spider” Webb died. He was in a coma and River was visiting him but I’m sure it was pretty hopeless and then I’m sure someone said he’d died (off screen). The other thing, the woman in the Files Dept. Hadn’t River sneaked down there before? And she was pretty chummy with him in a “I didn’t see you here” way? It didn’t even look like the same actress. And another thing, the name Sean Donovan sounds really familiar, like it was the name of the ring leader in the first season. Well, that’s what I get for bingeing.

For one of those, I think you're thinking of Sid in season 1. She was claimed to have died off-screen, then the hacker found she wasn't ever in the system at the hospital or MI5, so she was under an assumed identity and still alive.
Offhand, I'm fuzzy about Spider and the files department woman.

I thought it was Lamb we saw in the records department? If you’re talking about last season, River was out of London for most of it.
I’ve just been binging while playing video games. And now I realize I should probably stop here if I want to be able to finish the season in one go.
