As the AV Club recap points out, it was nice to see an episode where Holmes doesn't just get to do whatever he wants 24/7/365. Although the NSA bit was more than a little science fantasy - f'r instance, there no way they could've done anything that required Holmes mucking about inside the breaker box, unless part of the NSA's "attack" was sending an agent into the brownstone and yanking out wires. It felt like this ep and the next had higher-than-average snark and byplay with all the characters, which was fun.

I got the impression that the breaker box was done in when the power was turned back on, just because it was old or something.

I'm about as big a fan of the NSA swooping in and hijacking a plot as Sherlock is. "Not everyone needs to know," harumph!
