Is Cecil not on our side, or is the government? Is he knowingly unreliable or suffering from memory loss?

Cecil is a capital U "Unreliable Narrator" - but I don't believe he is knowingly unreliable on all subjects.

I actually think he IS knowingly unreliable. His tone of voice suggested he knew exactly what was going on in Maureen's texts, but he felt he had to put up some sort of front. Reminds me of this post on the blue and the very interesting linked article.

Well, I can see "putting up a front" when he's texting with someone dying and he might not want to admit it on the radio (again). But later...whaaaat?

What I mean is that on certain subjects (i.e. his own past) his is unreliable, but not deliberately so in my opinion.

Is the music in the background at the end of the episode actually Domenico Galli’s Sonata Quinta?

Also, here's a theory: The Michigan in Night Vale's world is different from "our" Michigan. Both are real, but separate.
The oak doors, Desert Bluffs, and "desert otherworld" seem to suggest that there's some sort of Pullman-esque "Many Worlds" situation going on.

Along those lines, we should remember Cecil's vacations in Svitz, Franchia, and Luftnarp.
Given those, I have always wondered a bit about "The Woman From Italy" — namely, is "Italy" in Night Vale's world a pleasant Mediterranean country, or is it perhaps some demonic netherworld which just happens to have the same name as a pleasant Mediterranean country in our world?

It may have been based on it (I don't know the piece), but it is an original composition by Disparition.

Any idea if there's a place I can listen to it?
